Westminster City Council is seeking a supplier for the provision of festive lighting and real Christmas tree services across multiple Westminster sites. The contract will operate as a menu-based Schedule of Rates allowing ward councillors to select products and services within ward budgets; core services include project management, site surveys and feasibility assessments, installation and de-installation, electrical testing and safety checks, in-season maintenance and fault response, storage where applicable, and end-of-season removal and disposal or recycling with supporting evidence. Free-standing real Christmas trees only (15ft, 20ft, 25ft) are required with supply, delivery, secure installation (stand/base and ballast), testing, in-season maintenance, removal and responsible disposal or recycling, while decoration is an optional add-on to be priced separately (for example lights only, lights and topper, full decorative dressing). All column-mounted festive lighting motifs must be new; ex-rental, ex-display or refurbished equipment is not permitted. Procurement will follow the Open Procedure under the Procurement Act 2023. The estimated contract value is £360,000 excluding VAT (£432,000 including VAT) over a four-year term, structured as 1+1+1+1 years with annual extensions subject to satisfactory performance, continued need and value-for-money. Proposed sites include St John's Wood High Street (NW8), Westbourne Grove and Queensway (W2), Hallfield Estate (W2), Maida Hill Market (W9), Warwick Avenue (W9), Glasgow House, Lanark Road (W9), Wyndham Place, Marylebone (W1H), Warwick Way / Wilton Road / Tachbrook Market (SW1), Churchill Gardens Estate (SW1V), Barrow Hill Estate (NW8), Dorset Square (NW1), Westminster Academy, Harrow Road (W2), Harrow Road and Queen's Park Canalside, and Millbank Gardens. Tenders will be evaluated on Qualification (pass/fail), Technical/Quality (40%) and Price/Commercial (60%), with Responsible Procurement accounting for a minimum 10% of the overall Quality score and the award made to the Most Advantageous Tender.
