The Authority is seeking suppliers for commercially available off‑the‑shelf (COTS) mobile communication devices to be developed, tested and certified to meet Emergency Services Network (ESN) technical, security and public safety requirements. Individual contracts will be awarded for each device selected, with maximum contracts per lot set at Lot 1 – 5, Lot 2 – 2, Lot 3 – 2 and Lot 4 – 4, and award decisions based on Most Advantageous Tender (MAT) scores. For Lots 1 and 4 the Authority will by default award only four and three contracts respectively but requires one or more dual‑mode devices (ESN plus Tetra DMO) in each lot and may award an additional contract to secure a dual‑mode device if it is not included among the leading MAT-ranked bids. The Authority may limit awards where multiple bids rely on the same device and/or subcontractor to the highest MAT scorer and may, where a bidder submits multiple bids for the same lot, award up to two of that bidder’s highest‑scoring bids provided they fall within the lot’s maximum awards. The procurement scope is limited to device development, testing and ESN certification activities; routine supply of certified devices, accessories and services is expected to be delivered through GCA’s NS4 framework (RM6377), although the Authority may procure some developed devices for testing and trials (not for full operational use).
