Digital Health & Care Innovation Centre (DHI), on behalf of the SUMIT Project supported by PEACEPLUS and led overall by Queen’s University Belfast, is seeking a supplier to co-design, develop, implement and evaluate three digitally enabled products and related services to support substance use and mental health interventions across Northern Ireland, the border counties of the Republic of Ireland and Scotland. The work will be delivered in a test bed for 1,500 beneficiaries and includes three interrelated activities: collaborating with four local demonstrator sites to deliver a skills development programme for 500 staff and a Community of Practice; codesigning, developing and implementing three digital products covering self-directed help, personalised recovery journeys and person-held data sharing; and undertaking cross-border research and evaluation to evidence what works and inform service delivery, organisational change and policy. The procurement is structured into Lot 1 (Self-directed Help), Lot 2 (Personalised Journey) and Lot 3 (Data Sharing). Bidders must show how their outcome-based solutions achieve defined user and service outcomes such as improved access to support, sustained user engagement, increased digital inclusion, and enhanced service insight through data and analytics. All solutions must comply with applicable data protection legislation including EU GDPR, UK GDPR and the Data Protection Act 2018, and the resulting contract will be available for use by SUMIT core and associate partners.
