Tender: SUMIT Digital Products for Substance Use & Mental Health — Development and Cross‑border Delivery (NI, ROI, Scotland)
Released 5 months ago
About
The Digital Health & Care Innovation Centre (DHI), working with Queen’s University Belfast and SUMIT partners under the PEACEPLUS programme, is seeking suppliers to co‑design, develop and implement three outcome‑based digital products to support a test bed of 1,500 beneficiaries across Northern Ireland, the border counties of the Republic of Ireland and Scotland. The procurement is divided into three lots: Lot 1 — Self‑directed Help (digital tools for independent or anonymous access to information and support); Lot 2 — Personalised Journey (personalised tracking, goal setting, service navigation and peer interaction); and Lot 3 — Data Sharing (person‑held records and controlled cross‑service data sharing to reduce duplication and enable continuity of care). Suppliers must demonstrate how their solutions achieve defined user and service outcomes such as improved access to support, sustained engagement, increased digital inclusion and enhanced service insight through data and analytics, and must comply with applicable data protection law including EU GDPR, UK GDPR and the Data Protection Act 2018. The contract will be available for use by SUMIT Core Partners (Queen’s University Belfast, Trinity College Dublin, University of St Andrews, Scottish Council for Voluntary Organisations) and Associate Partners (Alcohol Forum Ireland, Developing Healthy Communities NI, Dundalk Institute of Technology, North Eastern Regional Drug & Alcohol Task Force).
