Tender: Street Light Repair, Refurbishment and Replacement – Billing Parish Council (91 Assets)
Released 27 days ago
About
Billing Parish Council is seeking a supplier for repair, refurbishment and replacement works to its street lighting network comprising 91 lighting assets, including standard steel columns, Victorian heritage columns, post-top lanterns and bracket-mounted lanterns. Works cover items identified in the Council's electrical and structural assessment such as column and lantern replacement, photocell replacement, rewiring, cable and bracket repairs, access doors, column straightening, concrete collars, earth safety labels and asset renumbering; defective columns will be replaced with new columns complete with LED lanterns, photocells, testing and commissioning, and any Victorian heritage columns requiring replacement must be like-for-like in appearance while incorporating modern LED technology, with existing heritage columns to be cleaned and repainted where not replaced. One asset (No. 50) has not been inspected and the successful contractor must undertake an electrical and structural assessment and submit recommendations and costs for any remedial works. Tenderers are encouraged to undertake a site visit and request supporting documents (Street Lighting Asset Location Plan, Asset-by-Asset Pricing Schedule, Redacted Electrical and Structural Assessment Schedule and Location Map) by emailing [email protected] with subject "Request for Street Lighting Information"; pricing must be completed on the Council's Asset-by-Asset Pricing Schedule with total prices for column replacement, repairs and remedial works, heritage refurbishment and painting, price for Asset 50 inspection/remedial works, itemised costs per asset (labour, materials, plant and traffic management where applicable), details of exclusions/assumptions/provisional sums, and total contract value shown exclusive of VAT, and tenders must be submitted by email to [email protected] with subject "Tender Submission Quotation - Street Lighting" by 12:00 noon on 31 December 2026, with works anticipated to commence from April 2027 within the 2027/28 financial year subject to final budget confirmation.
This tender is most suitable for contractors experienced in street lighting maintenance, LED lantern installation and heritage column refurbishment who can perform electrical and structural assessments; key considerations include strict itemised pricing requirements (VAT exclusive), the need to inspect and price remedial work for Asset 50, heritage like-for-like replacement requirements, and the programme dependency on final budget confirmation for an anticipated April 2027 start.
