Solihull Council is seeking a supplier for a Perpetrator Intervention & Disruption Service to reduce and mitigate the impact of domestic abuse by providing co-located Domestic Abuse Senior Practitioners within Children Services, Adult Social Care Teams and Solihull Community Housing. The commissioned service will give on-the-ground specialist advice and guidance for risk assessment, support planning and case management where domestic abuse is present, including outcome advice such as signposting, referrals or escalation to increase perpetrator disruption. The provider will deliver multi-agency training on themes including understanding and working with domestic abuse, de-escalation, assessing and managing DA risk, holding safe conversations, partner agency working, coercive control and gaslighting, victim blaming language, stalking and harassment, motivational interviewing and bilateral allegations, delivered flexibly via webinars, large-scale sessions or smaller team sessions in person or virtually. The service will offer case surgeries and specialist consultation, attendance at complex case reviews and strategy/allocation meetings, support for planning safe home visits, guidance on safe conversations with perpetrators and robust risk assessment and safety planning for victims and children, identification of disruption and diversion opportunities, and support for onward referral to specialist services. The model must work flexibly with partners, contribute to co-design and continuous improvement and align with evolving local delivery models such as Children’s Services Families First reforms. The contract is for an initial three-year term with a potential extension of up to two years, and selection includes a minimum turnover threshold with evaluation against Quality, Price and Social Value.
