East Riding of Yorkshire Council is seeking suppliers to establish a pseudo Dynamic Purchasing System/framework to provide short breaks for children and young people with special educational needs and/or disabilities via call-offs for individual packages of support (Lot 1: Non Personal care; Lot 2: Personal care). Short breaks may range from a few hours a week to allocated overnight breaks per year and can include day, evening, overnight and weekend activities delivered in the child’s own home, the home of an approved short break carer, or a residential or community setting. The provision aims to give disabled children and young people opportunities for social, leisure or educational activities while providing parents and carers with respite; it supports the council’s statutory duty under paragraph 6(1)(c) of Schedule 2 to the 1989 Children Act to provide day-time and overnight care, educational or leisure activities outside the home, and services to assist carers in evenings, at weekends and during school holidays. This procurement falls under the Light Touch regime.
