The Police and Crime Commissioner for Warwickshire, on behalf of Warwickshire Police, is seeking a supplier for secure boarding and associated services for dangerous, seized and evidential animals (primarily dogs and, on occasion, cats). The provider must deliver a safe, secure, lawful, humane and responsive service for animals seized, detained, safeguarded, recovered or otherwise placed into police care, supporting operational policing, criminal investigations, animal welfare responsibilities and administration of the Dangerous Dogs Act 1991. Required services include secure kennelling, animal welfare monitoring and care, feeding, exercise, enrichment and grooming, administration of authorised routine medications, veterinary examinations, reports and treatments, vaccination and preventative healthcare, behavioural assessments, emergency veterinary intervention, collection, transportation and return of animals, 24-hour emergency incident response and call-out support, euthanasia and post-mortem arrangements where lawfully authorised, record management and evidential documentation, and management information and contract performance reporting. The service must operate 24 hours a day, 365/366 days per year across Warwickshire and meet contractual response times while ensuring public safety, officer safety and animal welfare. Suppliers must maintain all relevant licences, registrations, insurances, security controls and statutory compliance and ensure personnel obtain and maintain Non-Police Personnel Vetting (NPPV) Level 2 or above. The requirement will be awarded as a single contract for an initial three-year term with the option to extend for up to two further years; the estimated contract value is approximately £1.4m excluding VAT (approximately £1.7m including VAT).
