Tender: Rutland County Council Building Cleaning Services for Approximately 20 Properties — Contract from 1 April 2027
Released about 2 months ago
About
Rutland County Council is seeking a supplier for building cleaning services across approximately 20 assets within its property portfolio, with a proposed contract commencement date of 1 April 2027. The requirement covers routine, periodic and ad hoc cleaning across a diverse estate including corporate offices, community libraries, Rutland Museum, Oakham Castle, family hubs, business centres and other public-facing facilities, with buildings that vary in age, layout, occupancy and include specialist and sensitive environments. The proposed contract term is three years with an option to extend for a further one year, and the scope includes routine internal cleaning to defined frequencies and BICS-aligned standards, annual and periodic deep cleaning (carpets, hard flooring, upholstery, specialist flooring), window cleaning as specified per asset, ad hoc and ancillary services (event support, sparkle cleans, emergency specialist cleaning), supply and management of consumables on an open book basis, KPI-driven performance monitoring and regular reporting, compliance with health & safety, COSHH, environmental legislation and Government Buying Standards, and social value commitments under the Public Services (Social Value) Act 2012. The current service is delivered by an external provider and TUPE is expected to apply, requiring early planning and engagement to manage workforce transition and minimise service disruption.
This opportunity may suit facilities management and commercial cleaning firms experienced in multi-site public-facing and specialist environments; key considerations include managing TUPE workforce transfer, delivering against KPI reporting and social value commitments, and ensuring full compliance with health & safety, COSHH, environmental legislation and Government Buying Standards across varied building types.
