The London Borough of Redbridge is seeking suppliers for a market engagement to inform the recommissioning of its Healthy Child Programme (HCP), an integrated 0–19 public health service combining health visiting, a locally designed replacement for the Family Nurse Partnership and school nursing with appropriate extension to age 25 for care leavers and young people with SEND. The service will cover universal and targeted health visiting from pregnancy to age five including mandated reviews, school nursing for ages 5–19, delivery of the National Child Measurement Programme, proactive outreach and tailored support for families facing barriers (including insecure or temporary accommodation, migration-related vulnerability, language barriers, mental health needs and complex social circumstances), integration with Best Start Family Hubs and other local services, co-production and ongoing family voice, and clear pathways, step-up/step-down arrangements, information sharing, outcome measurement and contract-management requirements. This market engagement invites completion of a questionnaire to shape the service specification, identify integration and innovation opportunities and help reduce health inequalities; it is not a formal tender and responses are requested by Friday 16 October 2026.
