Tender: Public Realm Works and Services Contracts – Paving, Street Lighting, Drainage, Projects & Grounds Maintenance (5 Lots)
Released 11 months ago
About
The Council is seeking suppliers for public realm works and services across five Lots covering Lot A: paving, asphalt and road markings (planned and reactive maintenance), winter maintenance and bridge inspection and maintenance; Lot B: street lighting and signs (planned and reactive maintenance); Lot C: highways drainage including gully cleansing and gully repairs; Lot D: projects (to be awarded as two contracts—Main and Back Up); and Lot E: grounds maintenance. The procurement is being run under the Procurement Act 2023 using the Competitive Flexible Procedure to appoint six contracts (one contract each for Lots A, B, C and E, and two contracts for Lot D where the first-placed supplier will receive the Main Contract and the second-placed supplier the Back Up Contract). The Lot D Back Up supplier may be allocated up to an initial 10% of the Main Lot D Contract value (with an option to increase to 20%) and the Council may transfer the Main Lot D Contract to the Back Up supplier at its discretion if the Main supplier cannot continue. Anticipated contract duration for each award is seven years with the Council able to extend up to a maximum total of three additional years; anticipated start dates are set out in the Procurement Timetable on the Council’s eProcurement portal. Potential Suppliers participate at their own risk, the Council will not reimburse participation costs, and successful suppliers will not be permitted to amend their price if their tendered solution or price proves inaccurate or unsustainable.
This opportunity suits firms experienced in highways and public realm maintenance and project delivery—covering paving/asphalt, winter maintenance, bridge inspection, street lighting, drainage/gully works, projects and grounds maintenance. Key considerations include the seven-year term with up to three years’ extension, the Competitive Flexible Procedure under the Procurement Act 2023, the Lot D main/backup award model with limited initial guaranteed volume for the Back Up supplier (up to 10%, option to 20%), the Council’s discretion over contract extension and transfer, non-reimbursement of bidder costs, and the prohibition on increasing prices post-award if a tender proves inaccurate.
