Portsmouth City Council is seeking expressions of interest from suitably qualified contractors to join a multi-contractor Coastal & Flood Works Framework Agreement on behalf of the Southern Coastal Group (SCG) and SCOPAC, replacing the current SCG Minor Works Framework due to expire on 30 November 2026. The framework is planned to commence in March 2027 for an initial four-year period with an option to extend for up to a further two years, and comprises three lots: Lot 1a (Minor Coastal Civil Engineering Works), Lot 1b (General Coastal Civil Engineering Works) and Lot 2 (Specialist Beach Management). Contractors may apply for any or all lots; each lot will have a primary tier of up to four contractors and a secondary tier of up to two contractors for contingency. Stage 1 requires submission of a completed Procurement Selection Questionnaire (PSQ) by 14 August 2026 at 12:00, with the council anticipating shortlisting eight contractors per lot to be invited to tender. The framework value across both lots is estimated at £25M–£75M over six years, with estimated annual usage and call-off profiles of Lot 1a: 10–20 call-offs p/a totalling £500k–£1m p/a (average call-off £10k–£100k); Lot 1b: 5–10 call-offs p/a totalling £2m–£5m p/a (average call-off £250k–£5m); Lot 2: 5–10 call-offs p/a totalling £500k–£1m p/a (average call-off £50k–£1m). Call-offs may be below £100k or exceed £5m on occasion and no upper or lower value constraints are applied. The framework will be let using an NEC4 Framework Contract with appropriate call-off options (NEC4 ECC/ECSC, NEC4 TSC/TSSC) and Standard Authority purchase order terms for low-value, low-complexity works. Establishment of Lots 1a and 1b will use scenario project(s); Lot 2 may be established on scenario project(s) or a live project (to be confirmed at tender stage). The notice also records that under Local Government Review, the government announced on 25 March 2026 that Portsmouth City Council will become part of a larger unitary authority covering Gosport, Fareham and Havant and including Newlands, Horndean, Clanfield and Rowlands Castle, with a vesting date of 1 April 2028, and that contract clauses will allow assignment to successor authorities.
