Tender: Portsmouth Building Safety Remediation Framework for Higher‑Risk Residential Buildings
Released 5 months ago
About
Portsmouth City Council is seeking contractors for inclusion on a multi-contractor framework to deliver building safety remediation works to higher-risk residential blocks and a proportion of medium- to low-rise housing across Portsmouth. The framework will comprise up to six contractors (a primary tier of up to four and a secondary tier of up to two), is intended to be established by September 2026 and will run for four years with the option to extend to a maximum of six years; the estimated programme value is £60m–£120m over six years. Contractors will initially price and submit quality proposals for the Mill Gate House two-stage project (JCT PCSA and Design & Build) — a 21-storey, 76-flat block with an anticipated project value of circa £5–6m and programmed site start in April 2027 — and framework places and pipeline allocations will be determined from that evaluation. The framework covers complex, specialist works including fire stopping, new compartment walls, communal and property fire door replacements (Ahmarra supplied), AOVs and communal ventilation, emergency lighting, alarms and evacuation alert systems, sprinklers, electrical and water supply upgrades, asbestos removal, structural repairs, dry/wet risers, lift upgrades and associated internal/external refurbishment; contractors will act as Principal Designer and Principal Contractor, manage Building Safety Regulator applications, and deliver significant resident engagement while works are undertaken to occupied buildings. There are no guaranteed call-off values, pipelines are proposed with example package values in the tender and pipeline allocation is based on scoring (pipeline awards to contractors within 20% of the highest scoring tender) with call-offs subject to contractors meeting minimum KPIs.
