North Yorkshire Council is seeking suppliers to join its Passenger Transport Open Framework to deliver a range of passenger transport services, including Home to School Transport and other transport-related services via a network of approved suppliers. The framework is split into three Lots by vehicle seating capacity and/or accessibility provisions: Lot 1 — up to 8 passenger seats (including accessible vehicles); Lot 2 — 9 to 16 passenger seats (including accessible vehicles); Lot 3 — 17 or more passenger seats. Suppliers may apply for any Lots relevant to the services they can provide. The majority of transport will be provided within the North Yorkshire boundary, with some services delivered out of the area. This award will follow an open procedure in accordance with section 20(1) and (2)(a) of the PA 2023. To inform the procurement, the Authority issued a Request for Information on 3 February 2025 to gather market feedback on procurement processes and documentation, pricing approaches and market conditions, and barriers to participation, and worked with Go4Growth to deliver a supplier engagement webinar covering Open Frameworks, registration requirements for the Central Digital Platform, available support tools for tendering, and the proposed high-level procurement timetable.
