Tender: Operation and Management of Household Waste Recycling Centres in Oxfordshire — 6 HWRCs with Haulage and Materials Management at Dix Pit
Released 5 months ago
About
The Council is seeking a contractor to manage and operate its Household Waste Recycling Centre (HWRC) network across six HWRC sites (Alkerton near Banbury; Ardley Fields, relocating to Bicester during the contract; Redbridge in Oxford; Drayton in the Vale of White Horse; Oakley Wood in South Oxfordshire; and Stanford in the Vale) with haulage operations and materials management also required at Dix Pit in West Oxfordshire, covering seven sites in total. The contract covers reception operations (meet-and-greet, bookings, checking waste acceptance and permits, charging for chargeable and commercial waste and enforcement); HWRC site operations focused on maximising reuse, recycling, composting and recovery, management of Waste Collection Authority (WCA) waste, chargeable and commercial waste, unsorted waste segregation, reuse hubs, material compaction, provision and management of plant, vehicles and equipment, monitoring and online reporting, and weighbridge management where applicable; site management and maintenance including signage, cleansing, repairs and security; support for site redevelopment and relocation including staff redeployment during Redbridge closure, transfer of staff and assets from Ardley Fields to the new Bicester site, and mobilisation of redeveloped Redbridge and new Bicester sites; plus haulage and materials management services including onward haulage of council-retained waste to treatment sites for green, residual, bulky waste and POPs, onward haulage of contractor-retained waste, and marketing and sale of contractor-retained materials. The procurement offers two service delivery options for capital assets (Council-funded or Contractor-funded), lists multiple anticipated changes tied to site redevelopments, service additions and potential management of Dix Pit and an offsite reuse shop, and notes Local Government Reorganisation (LGR) could lead to contract novation to one or more unitary authorities. The Contract Period is 8 years with a likely break at 4 years and an option for a 3-year extension; the overall 8-year value is estimated at approximately £59.5 million (including VAT) or £49.6 million (excluding VAT), subject to change.
