The London Borough of Newham is seeking suppliers for the provision of Ofsted‑regulated children's homes under Lot 2 of a Pseudo‑Dynamic Purchasing System (PDPS) to deliver externally commissioned care, accommodation and support services for looked after children, care leavers and young people who are homeless or at risk of homelessness. The PDPS is open to public bodies listed in Parts I or II of the Local Authorities (Goods and Services) (Public Bodies) Order 1972, is procured under the Public Contracts Regulations 2015 and the light‑touch regime (Section 7), and uses a one‑stage admission procedure run in staged rounds; rounds open and close throughout the PDPS lifetime, new rounds are usually opened within 48 hours (excluding bank holidays and weekends) of a round closing, and suppliers must apply via the Council's Fusion e‑tendering portal. Any organisation or consortium with relevant experience may submit a bid, unsuccessful suppliers may reapply in later rounds, and the Council will add compliant suppliers to the PDPS throughout its duration. Please see Additional Information in Section VI for timescale and value of the PDPS.
