Nottingham City Council is seeking a supplier for an integrated 0 to 19 public health service (the Healthy Child Programme), delivering health visiting for ages 0 to 5 and school nursing for ages 5 to 19 (to 25 for those with SEND and care leavers). The universal service includes targeted and specialist provision for children and young people resident within the Nottingham City boundary (approximately 87,001 aged 0 to 19). The contract starts 1 April 2027 for an initial five-year period to 31 March 2032 with two possible extensions at the Authority's discretion (3 years + 2 years). The total contract value is up to £135,271,039 for the whole term including extensions, with an initial annual contract value of £12,585,144 (1 April 2027 to 31 March 2028) which bidders must use as the maximum available value; any bids exceeding this amount will be rejected. Bidders must provide a clear breakdown of pricing and any bid where overhead costs exceed 30% of the total tender price will be deemed non-compliant. The Authority may modify the contract during its term to support growth from external funding and may increase the contract value by up to £3,464,000 to a maximum of £138,735,039.
