Network Rail is seeking a supplier to design, build, operate and maintain specialised sensor technologies to monitor overhead line equipment (OLE) from in‑service passenger trains, capturing, processing, storing and securely transmitting dynamic OLE data. The procurement is split into two lots: Lot 1 for roof‑mounted pantograph/OLE monitoring and related roof‑mounted video/measurement solutions and analytics, and Lot 2 for forward‑facing video (FFV) OLE monitoring and related analytics. The scope covers supply, installation, operation, maintenance and secure data provision, requires demonstrably proven solutions, and fixes requirements at contract acceptance while allowing future innovation to be addressed separately. The process is a single‑stage competitive flexible procedure with a PSQ to shortlist up to five suppliers per lot (six where the 6th is within 2% of the 5th), an ITT (including eAuction) and awards of up to three contracts per lot; deployment across fleets will be commissioned incrementally through in‑contract RFQs and contracts run for four years with a break clause after the third anniversary. Routes under consideration include ScotRail routes served by class 380s, class 385s and class 334 (class 334 forward‑facing analytics only); Suburban and Regional West Midlands electrified routes served by class 730s; OLE‑fitted London Overground routes; NorthernRail routes served by class 331 and class 323; GTR routes served by class 700, class 717 and class 379; EMR routes served by class 810s; Crewe to Liverpool; and Norwich to Ipswich. Specification and technical requirement documents are available to help suppliers assess the requirement.
