Camden Council is seeking a provider to deliver an intensive, trauma- and gender-informed Navigator Service supporting people who have been rough sleeping for long periods and who have high levels of need across Camden and Islington. The service, jointly commissioned with Islington Council and currently operating under a grant, provides targeted support for clients whom Camden’s primary outreach team are unable to reach and forms a key part of Camden’s Homelessness and Rough Sleeping Strategy 2025-30. The service is funded via the Homelessness, Rough Sleeping and Domestic Abuse Grant (HRDAG) from MHCLG; the current agreement expires on 31 March 2027, Camden’s HRDAG allocation is confirmed for 2027-28 and 2028-29, and officers intend to procure a five-year contract starting around 1 April 2027 and transition the service from a grant to a contractual arrangement to ensure accountability and value for money.
