Portsmouth City Council is seeking market information for a combined Alarm Receiving Centre (ARC) and customer management system to support its Safe at Home Telecare Service. The in-house service supports approximately 1,000 customers using SIM-operated telecare devices following a 2022 digital switchover; core devices are supplied by Chiptech UK (typically Chiptech SEVEN base units with Pearl/Pearl Advanced pendants) and a range of peripheral sensors such as smoke detectors, carbon monoxide detectors, epilepsy monitors, door exit monitors and bed exit monitors are also used. GPS-enabled devices supplied by Zintouch (pendant/fob and watch) have recently been introduced and PCC wishes to extend GPS support to lone workers. Suppliers are asked to complete the attached questionnaire (responses limited to 3,000 words) and PCC may follow up with informal discussions; this is a market consultation only, does not guarantee future work or selection, and participation does not confer advantage.

This could be of interest to suppliers of ARC and customer management systems and telecare solution vendors experienced with SIM-operated equipment and GPS-enabled devices. Key considerations include compatibility with existing Chiptech SIM devices and Zintouch GPS units, capability to manage a variety of peripheral sensors, and the 3,000-word response limit and consultation-only status (no guaranteed procurement).
