Dorset Council is seeking a single supplier to deliver the management of the Household Recycling Centres, Waste Transfer Stations and associated services, including marketing of recyclate collected at the kerbside (Resource Management and Transport Contract 2026). The contract covers operation of ten Household Recycling Centres (including all associated onward haulage), operation of three Waste Transfer Stations (including all associated onward haulage and marketing of recyclate), operation of one Recyclate Transfer Station (including all associated onward haulage and marketing of recyclate), haulage from one Authority-operated Waste Transfer Station, treatment of HRC residual waste and certain recyclates, and skip/bank services. Operational service delivery will commence on 28 August 2026. The procurement is an open procedure under the Procurement Act 2023 with no scope to negotiate or refine award criteria and a single-contract approach has been adopted rather than lots. The initial contract term is eight years with four optional 12-month extension periods (potential total 12 years). The current budget for the services under this contract is £7,364,000 (2025/26) and the advertised contract value allows for potential changes in scope or funding; a Preliminary Market Engagement notice was advertised on 11 April 2025 with comments due by 2 May 2025 and the contracting authority reserves the right to carry out a subsequent procurement relying on the direct award justification in paragraph 8 of Schedule 5 to the Procurement Act 2023.
