The Mayor's Office for Policing and Crime (MOPAC), on behalf of the Metropolitan Police Service and wider UK policing organisations, is seeking a supplier for managed services to operate, maintain and enhance the existing Digital Public Contact (DPC) platform and associated services under the Unified Services Procurement (USP). The USP provides national public-facing digital capability for reporting incidents, exchanging information and accessing policing services through secure, accessible web, chat and voice channels while preserving local force identities. The procurement focuses on run-and-maintain delivery rather than an end-to-end replacement, consolidating and modernising current services, delivering ongoing enhancements and new functionality across core areas including the Single Online Home (SOH), Police.uk, the National My Police Portal (NMPP), chat and AI-assisted engagement, website supporting services, the iHub integration and data exchange, StreetSafe and analytics/insights, open data (data.police.uk), and Operator Assist and Management Assist AI capabilities. Bidders should provide separate pricing for optional services and may be considered for project and change work at the Authority’s sole discretion. The existing platform uses Optimizely DXP, a bespoke React forms engine, an AWS integration platform, NMPP on AWS with GOV.UK One Login and GOV.UK Notify, chat via Cisco Webex Engage or local products, analytics and monitoring tools such as Power BI, Google Analytics 4, Splunk and Azure Sentinel, development via Azure DevOps, and Cloudflare for edge and security services; re-platforming is not required at this time though specific components may need modernisation during the contract term. The Authority published a Preliminary Market Engagement notice on 12 May 2026 (updated 15 May 2026) and conducted a market briefing event on 9 June 2026 plus a Market Sounding Questionnaire. The procurement is being run under the Competitive Flexible Procedure in accordance with the Procurement Act 2023, with the Authority seeking a single-supplier model to support consolidation, future policing reform and potential transition toward a National Police Service.
