Tender: Liverpool City Council Strategic Partnership Framework for Children's Social Care Services (Cluster 1)
Released 5 months ago
About
Liverpool City Council is seeking engagement from providers to inform a potential future procurement to establish a Strategic Partnership Framework for Children's Social Care Services (Cluster 1). The Council proposes a framework to provide a continuum of care and accommodation from fostering and residential care through to semi‑independent living and supported lodgings, aiming to maximise independence, choice, control, best value and local market sustainability. The proposed lot structure includes Lot 1 Independent Fostering Agency placements (including respite and parent and child placements), Lot 2 Residential Children’s Homes (including solo placements, parenting assessment units and short-term crisis provision), Lot 3 Semi‑Independent Accommodation and Supported Living (for care-experienced young people and Unaccompanied Asylum Seeker Children aged 16–18 and beyond where asylum claims remain pending) and Lot 4 Supported Lodgings. Cluster 1 has an indicative annual value of approximately £56,142,500 (exclusive of VAT); the three clusters combined have an indicative annual value of approximately £80,057,500 and a potential total value of up to £800,575,000 (exclusive of VAT) over an anticipated maximum term of up to 10 years. This procurement will be undertaken in line with the Procurement Act 2023 and the advert is for information and market engagement only, not a call for competition. A Market Engagement Event for Cluster 1 will be held on 11 June, 11:00–12:30 via Microsoft Teams; providers should register interest via the supplied form link, noting the deadline for expressions of interest is 10 June at 11:00am and the event link will be emailed on 10 June between 15:00–17:00; provider details will be captured and stored by Liverpool City Council for the purposes of the event and feedback gathering only.
