About

Natural England is seeking a supplier to undertake a light-touch process evaluation of a proposed approach for developing Marine Recovery Action Plans (M-RAPs) at two pilot sites. The requirement is in two parts: (1) refine the existing draft evaluation plan and carry out baseline evidence collection, to be completed by March 2027; and (2) collect evidence at the project mid-point and conclusion to complete the evaluation and scope the outcome evaluation, to be completed by March 2028, with progression to Part 2 subject to availability and confirmation of ongoing funding. The two pilot sites are geographically separate (Yorkshire and North Devon/the Severn Estuary), and Natural England prefers the successful contractor to have personnel or use subcontractors located in both areas.
