The London Borough of Islington is seeking accredited contractors to deliver responsive repairs, maintenance and servicing to rectify breakdowns or malfunctions of the Council’s lift equipment across its housing and public building estate, covering 426 passenger lifts in housing stock and 52 passenger lifts in public buildings. The Council is considering contract packaging options including multi-lot arrangements for Housing and Non-Housing assets and may appoint multiple contractors with defined lot responsibilities supported by resilience arrangements that could require mutual support during periods of exceptional demand, supplier failure, poor performance or emergency situations. This is a pre-market engagement questionnaire to inform the procurement strategy and specification, gauge market interest and capacity, understand supplier capabilities and innovations, and identify any barriers to participation—especially for SMEs and local providers; responses are for information-gathering only and will not be used to assess or exclude suppliers from future procurement.

This opportunity could be valuable for accredited lift maintenance contractors with capacity to manage a large portfolio across housing and public buildings (426 + 52 = 478 lifts); key considerations include the potential multi-lot packaging and resilience requirements that may demand mutual support during peak demand, supplier failure, poor performance or emergencies, and the need to assess whether lot sizes and obligations are suitable for SMEs and local providers.
