The Growth Company is seeking a supplier to deliver a new Worklessness Programme across the Manchester district on behalf of Manchester City Council from April 2027 to March 2029. The programme aims to reduce barriers to employment, engage and support people who are not in work to enter the labour market, help people in work who are at risk of losing employment due to health conditions or disabilities to stay in work, engage employers to provide meaningful opportunities, and deliver a joined-up local work, health and skills offer with the primary outcome of moving participants into work or helping them sustain employment. GC invites expressions of interest from locally embedded community organisations with trusted local relationships and experience supporting people facing health, disability, wellbeing or wider barriers, including work with racially minoritised and underrepresented groups and delivery of culturally competent, trauma-informed or neurodiversity-aware services; suitable providers should be able to deliver interventions such as mental health and wellbeing support, disability support, youth support, ESOL and language support, digital inclusion, confidence and motivation building, community engagement and outreach, employer engagement, and housing/debt or wider wraparound support across priority Manchester neighbourhoods. EOI submissions are required by 17:00 on Friday 28 August 2026.

This opportunity is best suited to locally embedded community organisations in Manchester with proven experience supporting people with health, disability or wellbeing barriers and established links to employers and referral partners. Key considerations include the need to deliver a wide range of specialist interventions across priority neighbourhoods, provide in-work retention support for those at risk of losing employment, and meet the programme timeframe and outcome focus (moving people into work or sustaining employment).
