Released 9 days ago
About
The East West Railway Company is seeking a single Integration, Technical, Operations, Assurance and Environmental & Consents (ITOAE) Partner to support the development, procurement and commissioning of the East West Rail programme linking Oxford, Milton Keynes, Bedford and Cambridge. The Authority intends to appoint one partner on a term professional services contract for up to twelve years, with value-for-money breakpoints at Years 3, 6 and 9, delivering continuous core services across the five pillars and time‑bound authorised services as required. The partner will be structurally separated from the Client Support Framework and main works and will be ineligible for main works contracts or a place on the CSF for the duration of the appointment to protect independence and avoid conflicts of interest. The high-level scope includes system integration and master integration scheduling; technical frameworks, design assurance and systems engineering; operational readiness, trial running and depot/rolling stock support; programme-level assurance, approvals and construction quality capability; and environmental and consents management including post-DCO obligations, carbon and sustainability. Conditions of participation are summarised in the notice and will be assessed via a Pre-Selection Questionnaire in accordance with the Procurement Act 2023 and the Procurement Regulations 2024; bidders may tender for any Lots/Contracts identified in ITOAE Appendix A but award decisions will follow the package bidding and award constraints set out by the Authority.
