Islington Council is seeking suppliers to join a Flexible Framework to deliver supported housing and floating support services, with an estimated start date of October 2027 and a framework term of up to 96 months (eight years) and a maximum total value of £200 million. The framework will operate as a light-touch two-stage procurement (PSQ then tender) and enable the council to award call-off contracts as local demand, funding and building availability arise; there are no guaranteed call-offs and the council may reopen the framework during its term. Services are divided into four lots: Lot 1 – complex long-term supported living (24-hour intensive, psychologically informed support for people with complex mental health needs); Lot 2 – high support transitional supported accommodation (24-hour staffed, up to 24 months); Lot 3 – medium to low support transitional supported accommodation (flexible, up to 24 months); and Lot 4 – floating support services (community-based, including housing-related floating support and street homelessness outreach). Tender award is weighted 30% cost/price and 70% quality; the quality weighting for Lots 1–3 breaks down into Social Value 20%, Operating principles/monitoring/quality assurance 15%, Housing management 5%, Harm and risk minimisation including safeguarding and health & safety 10%, Partnerships/innovation 10%, and Engagement/coproduction 10%; Lot 4’s quality weighting is Social Value 20%, Operating principles/monitoring/quality assurance 20%, Harm and risk minimisation including safeguarding and health & safety 10%, Partnerships/innovation 10%, and Engagement/coproduction 10%. Further details will be provided in the invitation to tender.
