Warwick District Council and Stratford-On-Avon District Council are seeking a supplier for the installation, management and maintenance of electric vehicle charge points (EVCPs) across council-owned public car parks and council fleet vehicle spaces. Charge Point Operators (CPOs) are invited to bid to install and operate EVCPs on a concession basis, paying a flat fee per space per year; bids should be based on the number of EVCPs to be installed in the first project phase, which must be completed within 24 months. The councils expect the appointed provider to install at least the number of charge points shown in the 2025 modelling in Cenex’s car park information sheet (Appendix 2, columns K–M), with the option to expand spaces at locations where demand increases. The Climate Change Teams for both councils will manage the tender and rollout, and the councils’ car parking teams will manage the contract after installation. The contract term is 15 years with an optional one-year extension, and the contract value is approximately £645,000 per 12-month period.
