The Department of Health and Social Care (DHSC) is seeking a supplier to carry out an independent evaluation of the Steps to Safety domestic abuse and sexual violence referral service. Steps to Safety will be rolled out across Integrated Care Boards (ICBs) from April 2026 to give general practice staff the tools to identify and refer victims and survivors into support services, with a goal of national provision by 2029. DHSC is securing funding for an independent evaluation to support effective delivery; the evaluation will assess both the implementation and the impact of the programme.
