The Foreign, Commonwealth & Development Office (FCDO) is seeking suppliers for a framework agreement to provide general maintenance works for the British High Commission (BHC) Lusaka estate, covering both office and residential properties. The 18-property estate includes the BHC office, the High Commissioner’s Residence, the Leopards Green Compound (10 properties) and standalone residential houses. FCDO intends to appoint up to three suitably qualified contractors under a multi-supplier framework to deliver fully managed general maintenance—including labour, supervision, materials, tools and equipment—for reactive repairs and planned preventative maintenance. The scope includes building fabric and structural maintenance; roofing and waterproofing; painting and finishes; carpentry and joinery; metalwork and welding; flooring and tiling; and external and grounds-related works, all to be delivered in accordance with health and safety standards and local regulations. Contractors must provide a 24/7 service with defined response times, continuous availability for emergency call-outs, regular communication and quarterly reporting, accept liability for damage caused through negligence, and manage a demand-led programme of concurrent work orders. The initial contract period is 36 months with an optional 12-month extension.
