City of Doncaster Council is seeking registered providers to establish a Flexible Procurement System (FPS) under the Light Touch Regime to deliver semi-independent living accommodation and support for young people aged 16+. The FPS will create a list of assessed and approved providers to supply packages as required, with the Council using the FPS as its sole contracting approach from July 2023. The FPS comprises four lots: Lot 1 – single occupancy (bedsits under a licence and self-contained flats for solo occupancy); Lot 2 – supported tenancies/shared accommodation and group living (ring-fenced provision for looked-after children and care leavers, including foyer-type accommodation that combines support with education, training and employment); Lot 3 – shared accommodation/group living (note: bed and breakfast accommodation must not be used for 16 and 17 year olds, even in an emergency); and Lot 4 – family-based accommodation/supported lodgings provided by private individuals and typically coordinated by a supported lodgings scheme. Providers may apply for one, more than one, or all lots. The initial deadline for requests to participate is 28 June 2028.
