Tender: Fire Safety Compliance and Gas Servicing Contract – Portsmouth City Council Housing and Assets
Released 12 months ago
About
Portsmouth City Council is seeking a supplier to deliver gas servicing and repair across its housing stock and to provide comprehensive fire safety compliance services for council-managed residential and corporate assets, with an estimated annual value of £800k–£1M. The contract is an initial 5-year term with options to extend up to a further 5 years and requires statutory servicing inspections, responsive repairs and planned maintenance to ensure compliance for fire installations including fire and intruder alarm testing and repair, sprinkler testing and repair, AOV and smoke vent testing and repair, fire door surveys, lightning conductor and fire damper testing and repair, fire extinguisher inspection and replacement, dry riser inspection and repair, evacuation alert, warden call and disabled alarm testing and repair, plus an out-of-hours service available 365 days a year; ancillary works may include PAT testing, powered door repair and additional intruder/warden call works. The Council’s stock is approximately 17,500 properties (about 15,500 socially rented and ~2,000 leasehold), mostly purpose-built blocks of flats from the 1950s–1960s across PO1–PO9 with recent acquisitions adding ~800 properties in Gosport, Fareham and Winchester; the on-island contractor currently manages around 550 corporate assets predominantly in PO1–PO5. Annual fire door surveys are a new requirement with roughly 2,500 inspections per year, suppliers must work in partnership with the Council and other term contractors, comply with the Building Safety Act and Fire Safety Act (including potential works arising from Building Safety Cases for buildings 11m+), and the contract will be awarded under NEC4 Option A. The Council estimates total contract spend of £11m–£13m over a potential 10-year term, with a possible increase up to c.£16m if demand expands under Local Government Review.
This opportunity will suit firms experienced in fire-safety systems and gas servicing for social housing and corporate properties, familiar with NEC4 Option A contracting and able to deliver a 365-day out-of-hours service. Key considerations include meeting Building Safety Act and Fire Safety Act compliance (including 11m+ building work), managing approximately 2,500 annual fire door inspections, ensuring accurate and timely compliance data uploads, and the capacity to scale resources for potential stock growth or Local Government Review-driven expansion.
