Transport for London (TfL) on behalf of the Greater London Authority (GLA) is seeking a supplier for an electronic vote counting system and associated services to support the Mayor of London and London Assembly Elections in 2028, with the GLA reserving the right to consider the successful solution for the 2032 elections. The E-Counting System must scan, count and calculate results from physical ballot papers and be deployed to a central Count Centre in London, with results consolidated, calculated and declared at the Count Centre or at a second site, City Hall. The requirement includes supply of all scanners, networking and associated technology systems, display equipment, technology/digital systems for capturing information from all London local authorities, handling of ballot papers and ballot boxes, distribution to nominated destinations in each London local authority, and the design, tailoring, thorough testing in close cooperation with the GLA and provision of full training. The contract will be awarded via a Competitive Flexible Procedure under the Procurement Act 2023.

This opportunity is likely valuable to suppliers with experience in election scanning and centralised counting solutions who can deliver hardware, networking and training across multiple local authorities. Key considerations include integration and coordination with many London local authorities, provision and deployment of complete scanning and display infrastructure, thorough testing in partnership with the GLA, and the potential for the solution to be used again in 2032.
