Tender: Electrical Safety: 5-Year EICR, C1/C2 Remedials and PAT Testing for IDS Property Portfolio
Released 5 months ago
About
IDS is seeking a supplier for a comprehensive electrical safety programme across its property portfolio, delivering Electrical Installation Condition Reports (EICR) on a 5-year cyclical basis with all associated C1 and C2 remedial works, and programmed/cyclical Portable Appliance Testing (PAT) across domestic and non-domestic properties. Inspections must follow the latest BS 7671 and Guidance Note 3, with full EICRs and electronic submission of reports within 5 working days; testing to include checks such as polarity, insulation resistance, earth fault loop impedance and continuity, plus a visual photographic record of the consumer unit, and testing of smoke/CO alarms, extractor fans and mechanical extraction systems. All C1 and C2 remedial works must be completed at the point of inspection to achieve a "SATISFACTORY" outcome, covering domestic occupied and void properties, communal low-rise areas, sheltered schemes and commercial/office spaces. PAT testing must comply with the Electricity at Work Regulations 1989 and the IEE Code of Practice for In-Service Inspection and Testing, covering white goods, IT devices and portable/fixed plug-top appliances, with a digital record (asset ID, date, tester's signature, pass/fail status and next test due date), clear labelling and removal/repair and retest of failed items. IDS will provide access contact information and support for scheduling; contractors must demonstrate effective first-time access protocols including initial contact 60–120 days before the test due date, a follow-up letter schedule with escalation to IDS where access is not gained, and retention of documented proof of communication attempts.
