Tender: Electrical Dynamic Purchasing System (DPS) for London & Quadrant Housing Trust – Subcontractor Works for Self‑Delivered New Build Projects
Released about 1 year ago
About
London and Quadrant Housing Trust is seeking sub-contractors for an Electrical Dynamic Purchasing System (DPS) to support its self-delivered new build projects. London & Quadrant and its subsidiary Quadrant Construction Services, which house over 250,000 people in more than 95,000 homes primarily across London and the South East, are establishing a DPS under Regulation 34 of the Public Contracts Regulations 2015 to procure electrical works and related services. The DPS is open to Admitted Suppliers throughout its period of validity; suppliers must meet the DPS admission criteria in the Pre-Qualification Questionnaire (SSQ) and may submit products and SSQs for evaluation at any time, with unsuccessful applicants able to resubmit revised SSQs. The electrical scope covers all or any of: electrical first and final fix, design, apartments, communal/public/external areas, domestic and commercial works, statutory works, CHP systems, Building Management Systems, PVs, life-safety systems, security and CCTV systems, plant room and energy centre works, maintenance packages and emergency call-out services. Following DPS admission, L&Q will run project-by-project mini-competitions via its In-Tend e-procurement portal with an opt-in, a Stage 1 SSQ to identify scope and shortlisting criteria, and a Stage 2 invitation to shortlisted subcontractors. The DPS will be broken into lots based on value/size using QCS project ranges and trade-specific considerations.
This opportunity is suited to electrical subcontractors able to deliver first/final fix, design and specialist systems (BMS, CHP, PV, life-safety, security/CCTV) and willing to register as an Admitted Supplier via the SSQ and participate in mini-competitions through L&Q’s In-Tend portal. Key considerations: procurement is conducted under PCR 2015 (Reg 34), admission depends on meeting SSQ criteria, lot sizes are based on project value/size and QCS ranges which may affect eligibility, and tenders proceed through opt-in and staged shortlisting.
