Portsmouth City Council is seeking a supplier to design, build, finance and operate approximately 60 extra care housing units on the cleared Edinburgh House site at Sundridge Close, Cosham, Portsmouth (PO6 3JL). The Council, which owns the site and intends to retain the freehold, will offer a long lease with 100% nomination rights on a 100% affordable rent basis; rent and service charge will be eligible for housing benefit where residents are Council‑supported. The appointed provider must secure new planning consent to increase capacity from the existing detailed approval for 50 units to at least 60, deliver detailed design and construction to meet accessibility, fire safety and sustainability standards (including HAPPI, TAPPI and BREEAM Excellent/Good considerations), provide landlord and housing management services, and secure the majority of development funding under a DBFO model. Key contract milestones include procurement completion and preferred provider by end May 2027, an agreement for lease with an initial 12‑month term (30‑month long stop), submission of a planning application within six months of that agreement, development commencement within four months of planning being clear of judicial review, and completion within 24 months of commencement; lease terms will be between a minimum of 40 years and up to 250 years. The Council will offer a peppercorn lease and may consider limited capital contribution if viability requires it; the provider will not be eligible to bid for the separately procured care and support contract.
