Durrington Town Council is seeking a contractor to design, construct and deliver an inclusive, durable pump track facility at the Recreation Ground in Durrington (SP4 8HH) suitable for bicycles, scooters, skateboards and adaptive cycles and wheelchairs, with a possible separate mini pump track for younger children. The contractor must develop a detailed design (track layout, surfacing, drainage, landscaping and access) in consultation with the local community, secure planning permission if required, and build the facility including site clearance, groundworks, drainage, landscaping, track installation and associated works such as seating with cover, signage, fencing, bins and lighting. The role requires compliance with CDM 2015 with the contractor acting as Principal Contractor, preparation of site safety plans, risk assessments and method statements, and delivery of an independent professional inspection (including meeting recognised safety standards such as RoSPA), a maintenance and handover manual and any required staff training. The council anticipates a contract value in the region of £100,000–£150,000 but will consider alternative proposals that demonstrate value for money and sustainability; the procurement follows the Open Procedure, will be advertised on Contracts Finder and uses a MEAT evaluation (quality 60% — design/innovation/inclusivity 20%, methodology/programme/risk 15%, experience 15%, sustainability/social value 10% — and price 40%). Bidders must demonstrate at least three relevant pump track or bike park projects in the last five years, appropriate financial standing and required insurances (Public Liability £10m; Employers Liability £5m; Professional Indemnity £1m), and the ability to meet the programme (tender issued beginning June 2026, returns end July 2026, contract start end September 2026, completion target within 12–16 weeks from award). The council also expects bidders to set out social, economic and environmental benefits such as local jobs and training, SME engagement, community involvement, accessibility measures, sustainable materials and biodiversity measures.
