The contract will support analytical requirements across multiple DfT divisions (including accessible and inclusive transport, active travel, buses and planning, devolution, local highways, passenger and freight policy, borders and resilience, road safety, motoring agencies, vehicle standards, connected and autonomous vehicles, AI and data, vehicle infrastructure, strategic roads, traffic and technology, micro-mobility and the Lower Thames Crossing) and may cover evidence reviews and synthesis; qualitative, quantitative and mixed-methods primary research; secondary dataset analysis; advanced quantitative analysis, modelling and forecasting; behavioural and accessibility-focused research; monitoring and evaluation; cost–benefit and economic appraisal; and analytical quality assurance. Up to three suppliers may be appointed to the call-off with a maximum combined budget of £7,500,000 excluding VAT (equal £2,500,000 shares if three suppliers are appointed); the proposed contract term is four years and commissions agreed before the contract end date may continue so long as each commission is completed within seven years of its start date. Suppliers must demonstrate broad analytical capability, capacity, resilience and project management to deliver multiple concurrent commissions, apply proportionate methods, document assumptions and limitations, quality assure work and communicate policy-relevant findings in line with government guidance (Magenta Book, Green Book and AQuA Book); suppliers may deliver via their own organisation, consortium or named subcontractors with clear lines of responsibility and lead-supplier oversight.
