Cornwall Council is seeking a supplier for a 15-year concession (with an optional one-year extension) to design, install, operate and maintain a high-quality on-street electric vehicle charging network across Cornwall, supported by up to £3,109,000 of Local Electric Vehicle Infrastructure (LEVI) funding. The contract requires at least 2,000 publicly accessible, above-ground charge points to be installed, commissioned and operational by 31 December 2029; submissions below 2,000 charge points or requesting LEVI funding above the £3,109,000 cap will be deemed non-compliant and excluded. All charge points must comply with current UK safety, accessibility and maintenance standards, with PAS 1899 accessibility met wherever practicable, and must be supplied with green energy. The Council seeks a reliable network with strong uptime and customer experience, affordable transparent pricing aligned with market rates, social value commitments including local employment and zero-emission maintenance vehicles, and a compulsory annual financial contribution of £60,000 from 1 April 2028 indexed to the Retail Price Index for the contract duration. Cornwall’s mix of urban, rural and coastal communities, a large tourist economy (over 4 million overnight visits annually) and a high proportion of residents in rural or dispersed areas underpin the need for extensive on-street and near-home charging. Refer to the Statement of Requirements, Draft Contract and UK4 Tender Notice DN775309 for full details.
