Tender: Construction of Portadown Flood Alleviation Scheme Phase 1
Released 11 months ago
About
Construction company needed to deliver Phase 1 of the Portadown Flood Alleviation Scheme. Economic Operators will be invited to an NEC Participation Stage and up to eight suppliers who pass completeness and compliance checks, satisfy legal and financial capacity requirements, are not excluded and achieve the highest overall Participation Stage scores will be shortlisted and invited to tender for Phase 1; where there is a tie for 8th place (identical scores or within 1 mark out of 100) all suppliers in that position will be invited. One supplier, the MAT, will be awarded the construction contract for Phase 1. Tenders for Phase 1 will be scored and ranked and the top six ranked tenderers (including the MAT) will be appointed to the Framework Agreement and subsequently invited to tender for Phase 2 and Phase 3 as secondary competitions, with those later phases awarded on the basis of a quality/social value/price ratio.
This could be ideal for construction firms experienced in flood mitigation who can satisfy completeness, compliance and legal/financial capacity checks and compete on quality, social value and price. Key considerations include strong competition for up to eight shortlist places, the tie rule within 1 mark which may affect invitations, and the opportunity that winning Phase 1 or ranking in the top six secures a place on the Framework for Phases 2 and 3.
