Worth Parish Council is seeking a supplier for the construction of eighteen layby parking spaces on Bowers Place adjacent to the village green in Crawley Down (RH10 4HY). The works will take place within the publicly maintained highway and will be delivered under a Section 278 agreement with West Sussex County Council; the tender is based on the PBA Planning drawing and supporting document bundle provided. A revised planning application is anticipated to be approved by Mid Sussex District Council on 1 December 2025, after which the Section 278 application can be submitted with a view to commencing on site in late February 2026. The scope includes preparing a Construction Phase Plan, site welfare and storage, excavation of existing verge and laying sub-base, binder and wearing course (including overlaying an existing footpath), construction of utility protection points, replacing a section of play area fence and constructing a short section of footpath to the village green. Paul Budgen Associates LLP (t/as PBA Planning) is appointed as Project Manager; site visits are strongly advised and can be arranged via [email protected] or 01342 718827. Tenders must include a fully costed schedule of works, completed Declarations (Appendices B and C), proof of public liability insurance of at least £10m, latest published accounts, health and safety policies and supporting evidence of technical capability, previous similar works, CDM compliance and a project timeline; bidders must comply with the Bribery Act 2010 and disclose any actual or perceived conflicts of interest.
