Bridgend County Borough Council and Cwm Taf Morgannwg University Health Board are seeking a specialist supported living provider for a complex needs (Closer to Home) service at Clos Penglyn in Pencoed to support five individuals with a learning disability and complex challenging behaviour. The jointly funded contract, planned to start on 1 April 2026, requires the provider to help residents live as independently as possible in their local communities, work with partners to use innovative approaches including Assistive Technology to manage the volume of social care hours within available budgets, and demonstrate experience in Positive Behaviour Management and in providing care for people with complex health and social care needs arising from learning disability. The procurement will award the Most Advantageous Tender based on 80% quality and 20% price, and current funding arrangements indicate three of the five residents are eligible for Continuing Health Care with one further application pending.
