Oxfordshire County Council and Reading Borough Council are seeking a supplier for a new civil enforcement and Parking Charge Notice (PCN) system to commence operational services in November 2026 following a period of mobilisation. The contract is for an initial five-year term with an option to extend up to two years, and will be let as a joint procurement resulting in two separate contracts. Required services include enforcement of parking restrictions (including off-street), bus lane and moving traffic enforcement processing (including road user charging schemes), end-to-end PCN notice processing, permit management with customer interface and back-office processing, DVLA, TEC and TPT interfaces, integrations with third parties such as ANPR camera systems and council payment systems for online and telephone payments, document management and storage, handhelds and printers, payment processing, mailroom and scanning processing (including handling cheques and postal orders), optional administration of PCN and permit correspondence, ITC and contractor interfaces, and reporting for enforcement and processing management. Oxfordshire currently enforces Cherwell District Council car parks and additional car parks (including Park and Ride or those operated by District/City Councils) may be added during the contract. The services explicitly exclude Enforcement Agent services and procurement of pay-and-display machines.

This could be valuable for suppliers experienced in civil parking enforcement systems and end-to-end PCN processing with DVLA/TEC/TPT and ANPR/payment system integrations, plus mailroom and handheld device capabilities; key considerations include mobilisation ahead of the November 2026 start, the need to manage two separate contracts under a joint procurement, and the explicit exclusions of Enforcement Agent services and pay-and-display machine procurement.
