Tender: City College Plymouth 5-Year Estates Strategy (2026–2031) – Estate Transformation, Space Utilisation and Carbon Reduction
Released 3 months ago
About
City College Plymouth is seeking a supplier to develop a 5-year (2026–2031) Estates Strategy to transform its property portfolio into a sustainable, efficient and curriculum-led environment. The strategy must align with the DfE 10-year national education estates strategy, provide industry-standard, right-sized teaching spaces that support curriculum delivery and employer needs, consolidate under-utilised space to reduce running costs, and set a financially and environmentally sustainable operating pathway including a costed carbon reduction plan. The college occupies multiple sites with primary activity at the 13-acre Kings Road freehold campus (over 29,000m2, about half requiring improvement), leased properties including Picquet Barracks (1,900m2), Oceansgate (750m2), Pinpoint (700m2) and Norwich Union House (1,500m2), and a planned Civic Centre addition of 5,500m2 from 2031; an independent building condition survey will run in parallel with strategy development. The final deliverable is a report and presentations to the Executive Leadership Team and Board with appendices including an asset register, five-year costed maintenance and investment programme, disposal/acquisition schedule if recommended, space utilisation and curriculum space modelling, estates risk register, KPI dashboard, options appraisal, funding and finance advice, implementation plan and a GANTT of deliverables. The work is expected to take approximately four months with an RFQ published July 2026, queries by 21 August, fee proposals by 31 August, interviews early September, appointment mid–late September, site familiarisation in October, draft report submitted January 2027 and presentations in February 2027; fee proposals must include a lump sum fee, day rates for out-of-scope tasks, a resource plan and case studies of similar work for further education colleges.
