Arts Council of Wales is seeking a supplier to undertake a comprehensive, bilingual research study into the business, operational and organisational needs of the arts sector in Wales. The research will focus exclusively on business, operational and organisational elements (excluding creative skills or artistic practice) such as organisational business capability, operational systems, infrastructure, business-related skills and training, and forward-looking trends and challenges. The commissioned organisation must design and deliver a sector-wide survey with representative coverage across artforms, organisation sizes, freelancers, regions and demographics; engage with existing data holders to integrate permitted datasets and avoid duplication; conduct qualitative engagement through interviews, workshops or focus groups; and provide comprehensive analysis and reporting. Deliverables include a bilingual full research report (executive summary, methodology, detailed findings, analysis of skills and operational gaps, forward-looking insights and prioritised recommendations), a presentation of findings to Arts Council of Wales and stakeholders, and cleaned datasets with metadata and methodological notes. Following tender evaluation, up to three applicants will be invited to a face-to-face clarification and presentation meeting in Cardiff (attendance at applicants’ cost).
