Central Bedfordshire Council is seeking a supplier to deliver Business Analyst Level 4 apprenticeships between January and June 2026, together with progression routes into Improvement Specialist Level 5 and Improvement Leader Level 6 apprenticeships. The council is building a Business Analysis Team and wants an all-encompassing development plan to upskill existing team members, recruit new apprentices and provide career pathways within the team. Three candidates will be ready to start in the new year and ideally by March 2026 (one to upskill a current Junior BA and two new graduate recruits), with a further three Level 4 places planned for 2027 or 2028. Two progression places are required for each of Level 5 and Level 6, though no timeline is currently set for accessing those. The council prefers a single provider able to offer all three apprenticeship pathways but may split the requirement if necessary, intends to appoint in readiness for the new year, and has a total maximum contract value of £156,000. The council is also interested in providers who would open a process mapping learning module to the wider team to promote continuity and standardised methodology.

This tender is best suited to apprenticeship training providers able to deliver Business Analyst Level 4 and provide clear progression routes to Improvement Specialist Level 5 and Improvement Leader Level 6, with capacity to start three apprentices by March 2026 and additional places in 2027–2028, and to offer a process-mapping module to wider staff. Key considerations include meeting the March 2026 start window for three candidates, accommodating phased intakes across 2026–2028, delivering progression provision without set timelines, aligning to a single-provider preference (or preparing to be part of a split delivery), and working within the maximum contract value of £156,000.
