Tender: Birmingham Virtual School Enrichment Services FCA – Careers, ESOL, Qualifications & Community Activities
Released 2 months ago
About
Birmingham City Council is seeking suppliers for a Flexible Contracting Agreement (FCA) to deliver Birmingham Virtual School (BVS) Enrichment Services that support the educational achievement, inclusion, participation and progression of looked-after children and children and young people placed by the Council in other local authority areas. The FCA is structured into three lots: Lot 1 Careers Information, Advice and Guidance (CIAG) for young people aged 12–19 (to be awarded to one provider); Lot 2 Short Courses and Qualifications (pre-entry to Level 2) split into Lot 2a ESOL (Key Stage 4 and Key Stage 5) and Lot 2b Accredited Courses & Qualifications (Key Stage 4 and Key Stage 5) with up to four providers to be appointed (two providers for each Key Stage in 2a and 2b); and Lot 3 Community Enrichment Activities covering creative arts, music, sport, outdoor learning and STEM. Tenderers may bid for one or more lots, and all who meet the minimum quality criteria will be appointed to the FCA. The procurement will be run under the Procurement Act 2023 using a Competitive Flexible Procedure applying Light Touch rules; the FCA is expected to be established in February 2027 with call-offs and potential mini-competitions from March 2027, and will run for an initial three years with an option to extend for one further year. Potential suppliers must register on the Council’s in-tend e-tendering system and submit completed tender documentation; the deadline for completed submissions via in-tend is noon on 1 October 2026.
This opportunity is likely valuable to providers experienced in delivering CIAG, ESOL, accredited qualifications and community enrichment activities for looked-after children and KS4–KS5 learners. Key considerations include meeting the Council’s minimum quality criteria, the lot-specific award arrangements (Lot 1 single provider; Lot 2 multiple providers with allocations by Key Stage; Lot 3 open), the requirement to register and submit via in-tend by 1 October 2026, and compliance with the Competitive Flexible Procedure under the Procurement Act 2023 which may involve direct call-offs or mini-competitions.
