Leeds Adults & Health (Leeds A&H) is seeking a supplier to provide a 24/7 onsite Core Wellbeing Service and optional planned statutory care and support at The Laurels Extra Care scheme in Armsley, Leeds. The contract requires outcome-focused, person-centred delivery that meets the Council's quality outcomes and safeguarding responsibilities, with a permanent onsite staffing presence to respond to alarm calls, support activities and act as the default provider for add-on planned care for residents of the 65-apartment scheme. The community will be balanced around a 40% high, 30% moderate and 30% low care split. There are no guaranteed hours; any planned care hours are potential opportunities from nominated tenants and would be paid via direct payments, managed budgets or individuals' own finances. The 24/7 service charge is levied per apartment by the procured provider, is available to all tenants regardless of assessed need, and is managed separately from rent and the housing-related service charge. The specification emphasises choice for tenants to use alternative care providers and notes there is no guarantee of any of the estimated 457.5 hours of planned care and support.
