HCC is seeking a supplier for a 2026 Framework to review council tax discounts, exemptions and empty-property statuses for the ten Hertfordshire billing authorities: North Herts District Council, Three Rivers District Council, Broxbourne Borough Council, East Herts District Council, St. Albans City and District Council, Hertsmere Borough Council, Stevenage Borough Council, Welwyn Hatfield Borough Council, Dacorum Borough Council and Watford Borough Council. The Framework comprises three Lots: Lot 1 Single Person Discount Review (removal of incorrect 25% single person discounts), Lot 2 Review of known and unknown empty properties (focusing on premium exemptions, long-term empty properties and second homes where discounts may be removed and premiums applied) and Lot 3 Other Reviews concerned with exemptions and discounts (seeking innovative solutions for other exemptions and discounts, for example student exemptions). Residents may re-apply after review and the District Councils will monitor all re-applications. The procurement is an open process; interested organisations must express interest and opt in to access full procurement documents and submit a completed Tender by 12 noon on 8 July 2026. Any contract formed will be executed as a deed and contract requirements will be subject to available financial resources, supplier performance and flexibility to meet changing demands.
